SENIOR COMPLIANCE OFFICER
Purpose of Position:
The position is responsible for the monitoring of the compliance programmes, ensuring that vulnerability to compliance risk is minimized. Also responsible for ensuring that there is full compliance among the various business units, with established laws, regulations, policies, and procedures.
Principal Responsibilities:
- Develop, implement, and maintain an effective compliance monitoring programme. This includes creating and regularly updating compliance matrices, checklists, and other monitoring tools to ensure adherence to relevant laws, regulations, and internal policies.
- Revise and implement compliance programmes and policies and proactively identify and respond to changes in organizational needs, legal requirements, industry best practices, and regulatory updates. Ensure all programmes and policies are clearly documented, communicated, and effectively implemented.
- Develop and maintain anti-money laundering/counter-financing of terrorism/counter-proliferation financing (AML/CFT/CPF) policies, procedures, and programmes and ensure compliance with all applicable AML/CFT/CPF regulations, including customer due diligence, transaction monitoring, and reporting requirements.
- Prepare/review and submit quarterly reports to the Audit Committees and Boards of Directors.
- Make presentations to the Audit Committees and Boards of Directors.
- Assist with the development, using a risk-based approach, of the annual compliance testing plan for each business unit and collaborate with relevant stakeholders to identify key compliance risks and develop a comprehensive testing plan that prioritizes high-risk areas.
- Coordinate and participate in reviews to assess the compliance levels of Business Units and conduct thorough compliance reviews, including document reviews, interviews, and process assessments, to evaluate adherence to corporate policies, internal procedures, and applicable regulations.
- Monitor the implementation of corrective action plans arising from internal and external audits, regulatory examinations, and compliance reviews.
- Participate in projects and serve as the compliance subject matter expert and provide compliance advice and guidance on new products, services, systems, and initiatives to ensure compliance considerations are integrated into all phases of development and implementation.
- Develop and deliver comprehensive compliance training programmes on relevant compliance topics, including AML/CFT/CPF, regulatory requirements, and internal compliance policies by tailoring training to specific audiences and ensure effective knowledge transfer.
Required Qualification, Experience, Knowledge, and Skills:
- Bachelor’s Degree in Management Studies, Finance, Accounts or equivalent
- Holder of a compliance certification – ex. Certified Anti-Money Laundering Specialist
- Five to six years’ experience in compliance (preferred), internal audit or operations in the financial sector
- Knowledge of the Regulations & Acts governing the Financial Services industry
- Knowledge of the various regulations governing Anti-Money Laundering and the Prevention of Terrorist Financing
- Knowledge of Microsoft Office suite e.g. WORD, EXCEL, POWERPOINT
- Strong understanding of the use of information technology and the operation environment in financial institutions
- Strong communication and presentation skills
- Ability to develop policy and procedure documentation
- Excellent interpersonal and analytical skills
- Ability to maintain a high level of integrity and confidentiality
